Closed captioning services primarily provide text translation of
spoken language for a variety of media for the 28 million Americans
who identify themselves as deaf or hard of hearing. Demographically,
this population represents about 10% of all Americans. Each
one of them has family members, friends, and co-workers who watch
videos and heavily rely on closed captioning availability.
Additionally, another 28 million Americas are foreign-born and speak
native languages other then English. Although they are not
deaf or hard of hearing, they may seek closed captioning programming
as one way to enhance their master of English. More then 3
million k-12 students face limited English proficient people have to

environments such as airports, hospitals, and gyms, as well as many
